Too many of us in the human rights business, European leaders are told

The Council of Europe has told Europe's leaders to address the growing risk of duplication and waste in one of the continent's most congested industries: monitoring human rights.

Plans by the European Union to set up a fundamental rights agency have fuelled concerns that the continent could be overrun by competing human rights and democracy monitors.
