Big ambitions may be pale green

The world's first "carbon budget" formed the centrepiece of the government's much-vaunted "green jobs" strategy, as Alistair Darling committed the UK to the most ambitious climate change prevention targets of any developed country.

But critics said the chancellor had failed to ensure there was enough assistance for businesses to meet the targets, promising only £1.4bn of public and private money.
