EU shelves Croatia talks over war crimes dispute

Croatia will be told on Wednesday it cannot start talks to join the European Union because of its failure to work with the United Nations war crimes tribunal.

But the issue has split the EU and raised fears that the row could hit Turkey's membership hopes.
