EU backs watered-down plan on services

The acrimonious two-year battle over the opening of the European Union’s market in services neared its end on Friday as EU leaders gave broad support for a watered-down version of a bill to boost cross-border competition.

Angela Merkel, German chancellor, and Jacques Chirac, French president, warned liberal colleagues at a summit in Brussels that the entire services directive would be lost unless they accepted the compromise version.
