A transatlantic clash is looming after Brussels confirmed plans to set -carbon emission caps on shipping.

Jos Delbeke, who is responsible for the European Union's emissions trading scheme, this week said the Commission was prepared to extend it to the maritime sector by the end of the year if international agreement could not be reached.
