Setback on sugar for Caribbean countries

Sir, Richard Lapper is correct in his assessment of the potentially devastating effects of the proposed reform of the European Union's sugar regime on countries such as those in the Caribbean that are signatories of the Sugar Protocol (Comment & Analysis, August 15). Other "losers" from what is an essential and timely reform are least developed countries which can potentially benefit from the EU's Everything But Arms initiative.
