Lord Mandelson has outlined plans to create “a modern technician class”, in a move that acknowledges a skills gap long lamented by employers.

The business secretary on Wednesday announced a target for three-quarters of young people to go to university or earn an advanced technical qualification, such as a high-level apprenticeship.
