Blair hints at concession on EU rebate

Tony Blair tried to heal the wounds of last week's acrimonious European Union summit by signalling his willingness to accept cuts in the UK's EU budget rebate in exchange for a full spending review in 2008.

The prime minister declared that the UK had to project “strength and diplomacy” as it prepared to take on the EU presidency at the start of next month.
