Problem is the Pakistan military's idée fixe with Kashmir

From Prof Sumit Ganguly.

Sir, David Gardner proffers a familiar red herring (“Pakistan needs a new world view”, November 3): the need to prod India to address the Kashmir question in order to induce Pakistan to sever its ties with a host of jihadi organisations it has spawned, nurtured and supported. But his analysis ignores the fact that democratically elected governments have been in place in Indian-controlled Kashmir for well over a decade, and that India has reduced troops in Kashmir and has repeatedly sought, to pursue a bilateral dialogue with its recalcitrant neighbour despite grave, brazen and continued Pakistan-aided terrorist acts in Kashmir and elsewhere in India.
