"More than half the French population is neither understood nor protected. People have lost confidence. Their despair leads to resignation; it risks inciting anger. We are at the mercy of a social explosion."

These are Jacques Chirac's words - not from a recent speech, though they are a fair analysis of the violence spreading through France's poor suburbs, but from a book he wrote 10 years ago before winning the presidency.
