Brussels sees 'new European dawn' for Balkans

The European Union moved towards bringing two Balkan members into its fold this week by beginning membership talks with Croatia and association negotiations with Serbia-Montenegro.

The moves, which accompanied the EU's decision to start negotiations with Turkey, came almost exactly five years after the October 5 putsch that toppled Serbia's Slobodan Milosevic, an event that allowed the region to open up to the west.
