Many homes would find a broadband internet connection too expensive, in spite of government plans for every household to have one within three years, industry analysts have warned.
Ministers are looking at replacing the existing universal service obligation that falls on BT, under which the former state monopoly must provide a fixed-line phone service to all homes. Plans announced this week by Lord Carter, the communications minister, now envisage a “universal service commitment in broadband” internet.
