Manchester snubs congestion charge scheme

Congestion charging was dealt a big blow on Friday when Manchester voted overwhelmingly to reject a pay-as-you-drive scheme – despite the promise of a huge public transport boost.

Government hopes that the North West could prove a trailblazer for other regions were frustrated after the No camp won 79-21 in a landslide that surprised even its supporters.
