Sir, If Jaap de Hoop Scheffer, Nato secretary-general, truly wants an "active debate" on missile defence within the alliance ("Nato warms to plan for defence shield", July 7), then he must declassify the recently completed 10,000-page feasibility report. How else can effective independent and parliamentary scrutiny of the options take place?
