Chances rise for deal on US non-doms

Alistair Darling will use his Budget speech this week to insist that American citizens who pay his proposed £30,000 levy on non-domiciles living in Britain should not be subject to double taxation by the US authorities.

Mr Darling’s officials say that although no final deal with Washington has been agreed, the chancellor is “pretty confident” that the levy will be allowable against their US tax bills.
