Criticism tempers praise for jobs plan

Serious doubts emerged on Monday over Tory plans to reshape welfare-to-work, as critics questioned the scale of the revolution and the details of how it would be implemented.

David Cameron’s proposals for a “bold” shake-up of job schemes won praise for its broad strategic direction, including plans to roll-up existing welfare-to-work projects into a single programme.
