Labour strategy to put off hard policy decisions

The strategy of Britain's ruling Labour party to postpone hard policy decisions until after the election, all the while attacking the Conservative opposition's detailed plans, has managed to preserve healthy leads in opinion polls.

But the elusiveness of Labour and Tony Blair, the prime minister, has not stopped worries about potentially unpopular decisions regarding pensions, local council tax reform and nuclear power and nuclear weapons, from shadowing their campaign.
