Gordon Brown hopes to announce a fuel poverty package next week to reassure the public he is "on their side" as they struggle with rising energy bills, George Parker and Rebecca Bream .

Mr Brown would dearly love to unveil a £1bn package - he likes to deal in round numbers - but his ministers are still trying to figure out how it would work and how to fund it.
