Long-awaited proposals to bolster the growth of small businesses across the European Union got a lukewarm response on Wednesday.

Trade associations representing small firms welcomed the principles behind the Small Business Act but complained about missed opportunities and warned that some of the more concrete measures might not survive the legislative process.
