Boasts come back to haunt Bowker

Richard Bowker’s resignation on Wednesday came after he was brought down by a franchising system that he himself designed during his tumultuous years in charge of the government’s Strategic Rail Authority.

It was his experience at the organisation, which was in charge of awarding rail franchises and co-ordinating government rail policy from December 2001 to September 2004, that persuaded National Express to appoint him as its chief executive in September 2006.
