The energy white paper exposes the central problem of the government’s low-carbon strategy: emissions cuts from now on will be far harder to achieve than in the past.
Greenhouse gas emissions must fall by 34 per cent by 2020, compared with their 1990 level. That will mean a cut of 18 per cent in emissions from current levels, and at least half of the necessary reductions are expected to come from the power sector and heavy industry.
