Call for incentives for employers over training

Forcing employers to provide training for workers "is a blunt instrument" and not as desirable as encouraging them to invest more in staff development, the author of a report on future skills requirements will say.

Lord Leitch, former chief executive of Zurich Financial Services, said he would rather see "incentivisation and encouragement" than compulsion.
