EU central to foreign policy, says Miliband

David Miliband, foreign secretary, will insist on Wednesday that the European Union is at the heart of British foreign policy, claiming it is the means by which the UK could have “greatest influence on some of the great challenges that face the planet”.

Mr Miliband’s speech marks a shift in gear for the government in Europe after months in which Gordon Brown’s commitment to the EU has been questioned.
