Gordon Brown may be able to avoid calling a referendum on the European constitution that could have risked alienating voters in the early months of his premiership, the Europe minister hassignalled.

In an interview with the Financial Times, Geoff Hoonsaid there was no constitutional requirement for Britain to hold a referendum on "detailed processes" of the European Union.
