US calls Iran talks move a ‘tactical shift’

President George W. Bush on Wednesday took one of the biggest foreign policy risks of his second term, in agreeing to join European allies in talking to Iran about its nuclear programme. In doing so, he stepped back from denials that he would ever negotiate with a state that supported terrorism.
