Universities should cut student numbers rather than reducing the resources they devote to each student if tight public finances force a fall in funding, the incoming head of the Russell Group of top-tier institutions has told the Financial Times.

Michael Arthur’s comments suggest it could become even harder to get into Britain’s leading universities, as Whitehall’s search for economies hits higher education.
