Quebec: Reputation enhanced but hurdles remain

For decades, Quebec struggled to overcome its reputation as home to high taxes and big government. But recently the French-speaking province has changed tack.

It provides some of the richest research and development incentives in the country, introduced sector-specific tax credits, subsidies for employee training and erased the capital tax, at first for manufacturers and for all sectors in 2011.
