Vaclav Klaus, the Czech president, said at the weekend that he would not sign the Lisbon treaty overwhelmingly approved by Irish voters until after the Czech constitutional court has had a chance to reply to an appeal against the treaty filed by a group of conservative senators.
European Union leaders expressed delight and relief on Saturday after Irish campaigners for the treaty reforming the internal workings of the EU rode to an emphatic victory in a second referendum that reversed the country’s earlier No vote.
