Washington’s dilemma over troop surge

When George W. Bush announced from the Oval Office five years ago on Wednesday that the US had just launched the invasion of Iraq, he declared that he would accept “no outcome but victory”.

Several weeks later the US president, standing in front of a “Mission Accomplished” banner, told sailors on the USS Abraham Lincoln that “major combat operations in Iraq have ended”.
