Mumbai plotter ‘could be an Indian’

The Indian government has acknowledged the possibility that one of the plotters of the Mumbai terror attacks in 2008 may have been an Indian.

The admission by P. Chidambaram, home minister, came as S.M. Krishna, India’s foreign minister, expressed willingness for high-level talks about counter-terrorism between Indian and Pakistani diplomats.
