Gordon Brown spent much of his swansong Budget outlining dramatic tax reforms, including a welcome simplification of income tax and national insurance. Perhaps not surprisingly he spent less time talking about the plans for public spending on which he has decided to fight what he hopes to be his first election as prime minister.
