Dilemma over mortgage giants

Restoring confidence in Fannie Mae and Freddie Mac - and allowing them to serve as effective conduits for housing finance - may be the single most important economic policy challenge facing the US authorities.

Mounting concern about the stability of the two mortgage giants has pushed up their borrowing costs, overwhelming the effect of Federal Reserve interest rate cuts on US mortgage rates.
