China and Japan set for whaling clash

China is considering opposing a Japanese proposal to expand whaling, to be discussed at an International Whaling Commission meeting starting in South Korea today.

China has taken a conciliatory stance on Japan's whale hunting in the past, but officials say it is under pressure at home and from abroad to vote against Japan's plan to extend its privileges.
