Brussels has unveiled draft legislative proposals as part of its effort to reduce EU greenhouse gas output by at least 20 per cent by 2020.

The far-reaching measures to combat climate change, include national targets for the use of renewable energy and the obligatory purchase by companies of carbon dioxide emission permits.
