A deal doomed from the beginning

The blame game for the Doha fiasco started bang on cue on Monday the minute the talks collapsed. But almost from the beginning, the round struggled to live up to the huge expectations heaped upon it.

Doha was launched in the Qatari capital two months after the attacks on the US of September 11 2001, hailed as a defiant symbol of international solidarity and referred to as the “development” round that would benefit the world’s poor nations.
