Gordon Brown will put fresh investment for schools at the heart of Wednesday’s pre-Budget report as he attempts to set the battleground for his looming clash with David Cameron.

Unveiling what is set to be his last PBR as chancellor, Mr Brown will also look to entrench his green credentials.
