Back in the heady days of 2006, the riches from oil and gas revenues meant residents of Alberta received a C$400 ($383) tax-free cheque in the mail just for living in the province.
The province’s premier at the time, Ralph Klein, brushed off concerns that the bonus, which cost 20 per cent of the government’s surplus, would drain coffers in the event of a fall in oil prices.
