Foreign investors critical of Chinese power failures

China's growing power shortages are causing increasing anxiety among foreign investors, prompting criticism that city and local governments are not providing factories with clear and timely information about shutdowns.

Power is already being rationed in and around Shanghai and Guangzhou, the heartland of China's foreign investment. The number of shutdowns is expected to increase when demand rises over the summer.
