A new body to co-ordinate investigations by tax officials, health and safety inspectors and employment protection staff will be announced next week by ministers as part of a fresh crackdown on employers who mistreat workers.
But the government is expected to reject calls to extend the powers of the Gangmasters Licensing Authority to cover industries, such as construction, to which unions claim gangmasters have been switching their operations to avoid the attention of the authority.
