EU warned on constitution debate risks

The European Union risks becoming "bogged down" over the next 18 months as governments grapple with ratifying its new constitution, Jean-Claude Juncker warned on Monday, as he launched Luxembourg's six-month EU presidency.

Mr Juncker, the Luxembourg prime minister, said there could be pressure to put off sensitive decisions because of their possible impact on national referendums.
