Burma constitution vote draws fire

Burma’s military junta is to hold a national referendum in May on a controversial new constitution, followed by general elections in 2010, as it seeks to deflect international pressure for more substantive political reform.

The surprise announcement drew mixed reactions. Some analysts suggested the charter could lead to improved governance, while critics said it would merely create a civilian facade over military rule.
