Leaders to agree delay on new-member talks

Leaders of the European Union are ready to agree today that the bloc will begin no new membership negotiations until it has held a debate on what the final EU frontiers should be.

Ukraine and the countries of the former Yugoslavia are wary of such an approach, concerned that any such wide-ranging discussion on enlargement will either slow down or close off their own entry to the EU.
