Head of US forces sets out Afghan strategy

The commander of US forces in Afghanistan on Monday set out his plans for winning the war against the Taliban, in a report officials said would stress the need to protect Afghan civilians and build the country’s security forces.

General Stanley McChrystal’s confidential report, handed on Monday to his superiors in US Central Command, sets the scene for big decisions by Barack Obama, US president, on how broad a strategy to pursue in Afghanistan.
