Basel II played a role in global banking crisis

Sir, I was fascinated to read Ira Sohn’s observations on Basel II (Letters, January 31). The Basel regime is partly responsible for the crisis in that it implements a rule-driven system which is backward-looking and statistical, an approach much loved by academic economists.
