The NHS should be given a "new start" by writing off all its financial deficits and allowing patients to choose which primary care trust buys their healthcare for them, a pro-market think-tank said yesterday.
The call from Reform came as it emerged that NHS waiting times and -numbers have stopped falling, and in some specialities have become worse, as the service struggles to deal with the consequencesof last year's £500m-plus overspend.
