Summit seeks to end Bolivian flare-up

Latin American leaders gather in Chile on Monday to seek a diplomatic solution to a dramatic upsurge of violence in Bolivia in which an estimated 30 people have died since Thursday.

President Evo Morales of Bolivia, who says the violence is a ”pseudo coup” attempt spurred by rebel authorities opposed to socialist reforms in his gas-rich country, has declared a state of emergency and sent the military into the northern farm-rich region of Pando.
