Seoul warns of another N Korea test

The South Korean government on Tuesday said it had detected activity suggesting that North Korea might be preparing to conduct a second nuclear test, as concerns mounted worldwide that Kim Jong-il’s regime might again defy international pressure.

Amid a flurry of diplomatic meetings – and reports China had begun taking tough action against its errant neighbour – North Korea issued another statement condemning United Nations sanctions, imposed after last week’s nuclear test, as a “declaration of war”.
