Gove vows to offer schools independence

The Conservatives pledged on Wednesday to offer effective independence to almost a fifth of state secondary schools, setting them on a collision course with teaching unions.

Michael Gove, shadow schools secretary, told Tory delegates that any school could become an academy and that those with an “outstanding” rating would be automatically approved.
