Brown set to rule out windfall energy tax

Gordon Brown is working with energy companies on a package of measures worth hundreds of millions of pounds to protect the poorest families from rising fuel bills, but is expected to stop short of ordering a windfall tax on the sector.

Mr Brown hopes the move will help him regain the political initiative, even though Labour inched closer to civil war yesterday with revelations that Tony Blair has accused his successor of a "vacuous" and "lamentable" performance as prime minister.
