Chirac calls for emergency summit on EU's future

Jacques Chirac, the French president, last night called for an emergency summit to discuss the future of the European Union as leaders decided to put on hold ratification of the constitutional treaty.

The French and Dutch rejections of the treaty prompted an outpouring of humility by the EU's elite, who admitted at the Brussels summit yesterday that their project was out of step with Europe's citizens.
